Baguio is 5-6 hours from Manila riding a bus (Air Conditioned), but when you drive with cab or private transportation, it will be about 4 or 5 hours. Riding a bus is fun, but sometimes you will get motion sickness. If you want to save money then you should prefer the bus.
The prices do not fluctuate much it is about 6 USD for the bus ride per person. Baguio City is amazing... We stayed in Bloomfield Hotel (located on the map below) and it is about 40 USD per night including complimentary breakfast. More importantly it is across the street from the SM MALL for the rainy days.
TRAVEL TIP: Almost every afternoon it rains, so get up early to see the views!
